The backburner did get buffed; it now does 101% of the damage it did before all these recent updates. The update notes may say the damage bonus has increased, but it runs off a higher base damage. (1*1.2 < 1.1*1.15)
It's been put back to where it was - yes sure it made for more skilful play, as you couldn't rely on the afterburn to take down a player (which is what Valve actually state you can do in the hints ingame), but it was a little too short to do proper damage. Personally I'd have put it to 8 - 6 was too short, but 10's too long again. Nothing more frustrating than showing a recently-respawned pyro on the killcam :/
