I logged in and checked, it's on by default. It just says "official servers" which sounds rather different to 'valve servers'. Rather misleading if you ask me.
Let's hope they add a something like trusted servers. It would require to check these servers, but Valve already gives the community a lot of power with green light, why don't learn from that and have the community vote/judge the servers they play on so they could use quickplay again... That goes on reddit, I'll edit a link in once I'm done writing it. Here it is

Yeah, but the term "Official servers" imply that all other servers are unauthorized and severely inferior. Changing it to a term such as "Valve-run servers" or even "Official Valve servers" would be a far sight better. As it stands, uninformed newer players may now be too fearful to uncheck the option; which is a complete catastrophe for all dedicated server owners.
Amazingly there's still some traffic to our main vanilla servers, though it's less than half the usual amount They've all been comfortably overtaken by #7 again in terms of connects, though it's not a super fair comparison as quickplay players are more short-lived generally
