@John: you have to go to console for *most* SourceTVs. So you have to write
connect 81.19.221.10:27030

go in Steam > Games, and right click on TF2. Click on "Properties" (the one at the bottom i think).
Click on "Launch Options" and add
-console
now the game starts with console enabled and open.

Click into your options and make sure that "Enable Developer Console" is checked

then just hit `

yes, the SourceTV has a delay of about 10-120 seconds, so you are too late
