Server issues fixed

  1. Server issues fixed

As it turns out, we have been running PHP 5.2.6 all along, despite it reporting itself as 5.2.9-2 in the Server header. This is because a few strange PHP-related .dll's had found their way into Apache's bin directory, and it was loading those instead of the external PHP Apache module (if that makes sense :P).

Also, PHP was reading from about 4 different php.ini files, which has now been consolidated down to a single one for CLI and another for the Apache module.

Also, most of the NuSphere PHPExpress issues have been sorted, and I have reason to believe it was the reason for vBulletin files getting corrupted.
